Eloping originates from the act of "running away from ones parents to marry a lover". Now this was back when marriages were often arranged by families. Today in most of Westernized world and cultures this can be considered archaic and unnatural.

One of my closest friends have made a life decision to elope as well. Whether she will or will not follow through, my money is on the latter. The dress. If you have made the decision to have a dress then the decision to elope has no effect on the budget. Dresses range from several hundred dollars to several thousand. If you plan on eloping with a running start, then maybe choose a short dress - no ruching for you.
Invitations will not be needed - just write a cute post-it note for your fiance. "Meet me in Disneyland - love you dearly" Check.
Don't bother with catering - just splurge on the most fantastic meal you want.(Lasagna packed from home? Or a grilled rib-eye from the Frontera Grill.) Check.
Photography - do it. What other opportunity are you going to be able to look so happy and amazing? Really? Just do it. Eloping is the purest form of matrimony. It brings you back to the main focus of what you are doing. Two people choosing to spend the rest of their lives together. If it is the choice for you, go for it. But don't deprive yourself of the wedding luxuries you may or may not have secretly dreamed of.
